Politically speaking, concerning laws protecting identity thieves’ ‘rights’, should laws be passed that do not give identity thieves as much equal protection from identity theft as others who aren’t identity thieves?

For example say if a group of people or organization ripped off identity thieves financially and gave money they took from identity thieves back to people that identity thieves ripped off – why should a group of people or organization be prosecuted for doing hard working people both a justice and a favor?

I realize this sounds like financial vigilatism, but it’s certainly something done with the right intentions in mind, so what would be the harm in people doing something that succeeds where law and law enforcement fails?
Besides that, if would save the taxpayers’ money as courts wouldn’t be spending money on the costs of a trial for cases where they’re protecting identity thieves ill gotten gains and the money the court system saves can go for trials that are more worth everyone’s time and isn’t what taxpayer’s dollar spent for the court system should be going for in the first place?
Futhermore, what good does it do to protect the financial interests of identity theives especially concerning their ill gotten gains, when honest hard working people have to work hard just to pay their bills and put food on their table?
